Hoplr is free and ad-free for neighbours, without selling personal data. External parties such as local governments and utilities pay for the Service Dashboard, which allows them to promote neighbourhood-focused communication, inclusion and neighbourhood care, and citizen participation without access to private conversations. Hoplr is free for neighbours. We also do not sell personal data. The digital neighbourhood network is also free of advertising.
External parties, on the other hand, pay a licence fee to use the Service Dashboard. Using the dashboard, they can communicate with the Hoplr neighbourhoods without gaining insight into them.
These external parties are mainly local governments, but also utilities, intermunicipal organisations and organisations active in the public sector are eligible for the Service Dashboard. This is always to promote service or communication towards citizens and without a commercial purpose.
Hoplr offers external parties several packages with functionalities, based on three programme lines.

Neighbourhood-focused communication
External parties can post messages, notifications and activities in one, several or all connected Hoplr neighbourhoods. They do not gain insight into the Hoplr neighbourhoods or the conversations taking place there. However, Hoplr neighbours can explicitly choose to share a neighbourhood message with an external party.

Inclusion and neighbourhood care
Neighbourhood workers, community police officers and care providers receive a verified account and neighbourhood switch for their area of operation. With this, they can use the digital neighbourhood network to promote neighbourhood care and social inclusion within the local community. Through the Service Dashboard, external parties can also compile volunteer lists for, among other things, neighbourly help.

Citizen participation
External parties get access through the Service Dashboard to various functionalities to focus on citizen participation, including verified and anonymous surveys, neighbourhood polls and participatory citizen budgets.
